Abstract

This is Arthur Sale's response to the US Government (OSTP) request for information (RFI) regarding open access. It describes a minimal but effective approach for US agencies to adopt in making grants for research, so as to require the authors to make all publications arising open access asap. It is designed to suit (a) the present financial situation of the USA, and (b) its general attitude of allowing freedom to its citizens.
