It covers the major risks identified by experienced repository operators. The key risks are 2.1b, 2.3 and 2.8, and actions are recommended to reduce these risks to 'low' (scoring 6 or below out of a possible 25). If these actions are taken, establishing an Open Access Repository is truly a low risk operation.&#13;

This analysis does not specifically address benefits of an Open Access Repository, which can be found elsewhere. It is assumed that your institution has made an in-principle decision, at least.&#13;
