Abstract
This thesis critically evaluates the regulatory framework governing the contentious area of human embryonic stem cell (HESC) research in Australia which has a long record of regulating in vitro fertilisation (IVF) and embryo research. It proposes an effective model, based on regulatory theories and is similar to the Australian regulatory framework, for the Malaysian government to adopt to regulate the research.
