Abstract

In 1998 the Australian government released Australia’s OceansPolicy. The oceans policy was a policy experiment that attemptednew and untried methods of policy implementation throughecosystem based management approaches. However, thegovernment’s initial goal to achieve ‘full’ integration across sectorsand jurisdictions was never achieved. This paper examines theachievements, challenges and lessons learned from this complexand historically significant policy process that spanned over adecade. It reveals that despite the attempt at a holistic policyapproach, the challenges to reconcile the jurisdictional andsectoral issues that are entrenched in Australian oceansgovernance contributed to the policy’s demise. These issuescontinue to shape ocean and marine resources management inAustralia and given the timely event of the twenty-yearanniversary of the launch of the policy the question is asked –what is the way for forward for Australian oceans governance?
